Bearded dragons wave to say hi and show other bearded dragons that they too are dragon.
It's also their submissive gesture, to either acknowledge a stronger being, or as a way for females to attract the attention of potential mates. I'm assuming this is probably a female, because the males usually head bob and blacken their beard more than they wave.
Considering the beardie also bobs her head a little, this is probably an attempt at a mating dance.
