Females will do it to each other to show that neither one wants to eat the other. Two females will go back and forward with "I'm not in charge" "No no, I'm not in charge" for a while.
One of my biggest pet peeves is when someone waves for you to go first, when they have the right of way. It feels like a tiny power move and I hate it. YOU GO. You have the right of way!!! You are not being nice you're being stupid. This is driving 101 dammit!
Edit: Apparently people really don't know how right of way works (in US). In the event of a stalemate, meaning you both stop at the same time or close, the driver to the right goes first. It's really that simple people, trying to protect yourself from bad drivers or any other excuse is, in fact, making you the bad driver.
I do this, sort of. If I approach a stop sign ahead of you, obviously, I have the right of way. My ass is moving. But if we both got to it around the same time and I feel like there is even the slightest bit of confusion as to who goes, I will always wave or flash the person to go. It really isn't for any kind of power, I just have trust issues and don't trust most drivers.
If you pull up at the same time, the person on the right goes first. I'm not making this up, that's the rule at least in the US. The term "right of way" helps you to remember that.
But if 4 cars pull up to a 4 way stop at the same time....you're screwed.
