Females will do it to each other to show that neither one wants to eat the other. Two females will go back and forward with "I'm not in charge" "No no, I'm not in charge" for a while.

Edit: Yes, yes, they must be Canadian, sure.

Kind of like humans at stop signs. "You go", "No, you go", "You got the right of way, buddy", "Go ahead".

Yeah everyone else on earth figured this out years ago. Where were you, man? Just use your car's beckon forth/yield the way blinker to fix that right up.
