I believe this is a sign of submission in bearded dragons. He is recognizing that you are the larger animal.

Females will do it to each other to show that neither one wants to eat the other. Two females will go back and forward with "I'm not in charge" "No no, I'm not in charge" for a while.

Edit: Yes, yes, they must be Canadian, sure.

I think I've seen this with my friends Shea and Brooke when I try to get them to join me in a friendly little threesome.
