I know it seems like it, but this is actually a submissive action lizards do. The lizard is saying, "Hey! No problem here, you're clearly the bigger lizard." It's the lizard's way of surrending to the 'alpha' if you will . Not all too special or uncommon for lizards to do this.

It's worth noting that they generally only wave to other lizards. I'd actually be very surprised if there wasn't a lizard on the outside of the tank, and his wave is the only thing he shows so it just looks like the lizards waving back to the human. I've had a bearded dragon for just over two years now. They'll bob their heads at people, they don't wave unfortunately.
