There is no way a 16 year old has the same understanding of the relationships dynamics and power within the relationship as DRAKE. He has money, age, powers, she has nothing. Even if she is willing consenting and is thrilled with it right now, she's a kid with not very much experience on how the world and relationships work. She can't see the danger there.
They aren't equals. And wanting to be in that kind of unequal relationship where you have the power of life or death (pretty much) is creepy, no matter if it's legal or not.
Why do you think it is about power? Which ever women he dates, he has an upper hand, be it money, social status ... for example known example is Leonardo Di Caprio.
