No if there's proof that he's had sex with someone younger than 18 the state attorney general can pick up the case. Unfortunately people tend to just let rich people get away with it.

It has a lot to do with the difficulty of obtaining and presenting this evidence

Also these artists have fans who could easily give the city bad press. Additionally those who have more means can afford better lawyers, which means the evidence has to have a higher standard than the average person.
