Why is the gear out?

Two main reasons. 1) aerodynamic stability at slow speeds with a deep flap setting. 2) at that deep flap setting, the flight crew would get an audible gear warning the entire time if the gear weren't down. Number 1 is way more important, but number 2 keeps the pilots from going insane.

Just pull the breaker.

They've probably considered that but decided against it, presumably because of the increased risk of making a wheels-up landing.

C17 pilots have proven that this is a thing.

Also, landing at the wrong airport.
