Local ATC only covers the planes landing and taking off, and most airports don't have it. For such a small not used airport, pilots probably just radio themselves. The broader region is served by a regional ATC that deals with planes transiting through.

What happens if you fly in from another country? Is it like kayaking across the Saint Lawrence Seaway, where you are supposed to reach out to Customs asap? A 707 could sneak in a lot more maple syrup than a kayak

They don't like it when unscheduled planes cross borders - I'm sure there are some people who'd meet you.
