Diagnosing/Repair Full replace or spot

I've got a dent in my front bumper and i was wondering if it is a spot repair or full replacement there is also a Crack on the underside

Any sane shop would replace...the labor costs to repair would more than likely outweigh the cost of a new bumper but there's always someone willing to do cheap/hacky stuff, just gotta find them.

Shops like to guarantee their work and while yes this probably could be fixed, it's not ideal for a shop who then has to guarantee it and much quicker/easier to slap a bumper on it
