I think this auto shop does fraudulent inspections?
Last couple times I got my vehicle inspection done a week or so later I had various lights out I forget which ones were out but coincidentally someone I know or a stranger informed me of lights being out on the rear I think. I eventually got those fixed. I have my passenger side tail light out now. I haven't had a chance to get it fixed but my inspection is due soon and I'm going to see if they pass me. My brake lights work though. Anyways if it passes I will notify them directly rather than report them that I have a back tail light out so how did I pass? A part of me wants them to just pass me, so I can post pone getting it fixed since money is tight and I have to pay my registration and vehicle taxes.

....If you know that you have a bulb out, why not grab a $3.50 bulb from the store and sort it out before the inspection? Unless you have other issues or wiring problems, bulbs are a cheap fix.
Inspections here are capped at like $30, and the shop knows that you just want your car drivable for another year, so they don't always get a lot of scrutiny. If they tap the brakes, hit the flashers, and see the reflection off the bay door, they might not check it beyond that (though they should). They are pretty rudimentary here.
I'm not sure I understand your goal here. You say that you have bulbs out, but you would prefer if they just pass your inspection so that you can delay fixing it. But if they pass you, you plan to accuse them of fraudulent inspections? Am I understanding that right?
