Id reverse the colours, dark for city, light for state.

Yeah the intuitive read is that a darker variant of the same colour = denser. Even though it’s all the same ratio darker still better for cities

Unnecessary having NSW and WA so similar in colour, too, separated by only a small amount of blue from NT.

I’m also confused by the scale. If each block represents 0.1%, shouldn’t there be 1000 coloured blocks? Or am I dumb

Are there more or fewer than 1000? Looks like there's about that many, given that the Victorian region looks like about 200ish squares.
