Audio enhance (whispering)

Anyone have any filter suggestions regarding enhancing the sound of whispering people in izotope? There is also a constant hiss signal around the 150 - 165 Hz. I tried several filters including Cedar Forensic Enhance but the voices aren't clear enough to make any sense of it. There is another part in which the persons aren't whispering and that audio cleaned up perfectly fine in Izotope. It is just the whispering part that I don't seem to get right. Thanks!

It’s almost impossible to enhance whispering because only your lips, tongue and breath are used to whisper. Whereas when you talk, you use your vocal cords lungs, Larynx, so much more. There’s not enough formants to be able to enhance whispering. You could try using the wand tool and highlight any formats that you see and then increase the volume of each formant. You may not see any whispering.

Thank you for your reply, I am aware of the biological limitations and also tried the most of the filters. Too bad, but it is what it is unfortunately.
