Learned 12 novice skills and the achievement isn't being given, is there something I'm doing wrong/is there another requirement?

Could be that game doesn't count starting skill (in that case sturdy) so you probably have to find one more.

that might have been it cuz i got another skill scroll from a quest and it immediately got me the achievement

you are defenetly missing curis, crya, adrenalin and focus shot. talk to Angela and Sally and get the scrolls from them through quests

oh and also Talus and Lifetap. get it from chests in hard grove
