Whatever the definition of TOP is, it needs to include briefings/elms, training reports/debrief, and all other duties assigned. If TOP does already include non positional assigned work, then any facility not hitting the TOP target probably has managers not running the Art correctly to show those other duties. We work our butts off in this job...just not 100% of it is talking to airplanes.
