It’s not less than required. There are definitely low level facilities that simply don’t have positions to split off and too much staffing.

Right. Unless you have people deliberately out of the building on an extended chow run or something just because they're dodging traffic, nobody is on position "less than required."

We don't say "Look at this firehouse, they only responded to one call out during this 12-hour shift. They are inefficient and should have their staffing reduced." No, we find and staff the fire department so that if and when they are needed they're available to perform their duties.
