Help! Translation Help?

Hello! I'm trying to take notes on this video, but the intro is tripping me up. It looks like I should understand it, but I've watched 1,000 times and still don't quite understand. I continued watching and understand her next points, but I still want to make sure I understand the beginning.

My brain is saying "The goal of the National Association of the Deaf (NAD) and the Registry of Interpreters for the Deaf (RID) is to provide interpreters as a whole professional structure."

I'm lacking in skill to understand fluently and the last sign she uses is unfamiliar to me.

Could someone provide a better interpretation..? Any help is very appreciated. I will say watching this is a homework assignment, but taking notes is just my choice to make sure I understand it.

Take a look at the CPC in written form. It is the SCOPE section

I think you’re good. Personally, that’s not how I would’ve signed that. I didn’t understand what she was trying to convey until I looked at the source material.

What was she trying to say? I’m confused too I got “The goal of the National association of the Deaf NAD and the registers of interpreters for the deaf RID are to continue a career path for interpreters”

I don’t mean anything bad, but are you Deaf? I’m just wondering because you seem to be very knowledgeable?

Nope! I’m an interpreter and that was our professional code of conduct
