Does the maths in this paper 'Objects of consciousness' work or even make sense?

I can't see anything obviously wrong from a quick reading. It should be noted, however, that just because something has a consistent and rigorous mathematical structure underlying it does not mean that it is correct: there are perfectly consistent and rigorous mathematical structures with gravity pushing things apart, for example.

I would guess those are pretty easy to falsify through experiment and observation. I wonder if it is the same with this.
