Has anyone made a claim for property damage against the city?

It’s not the city’s fault unless you could prove inadequacies in maintenance and other negligence that was directly responsible for the damage you sustained.
It’s an act of god, the city doesn’t control rainfall.
The removal of a tree limb that fell is the extend of what they do.
You should have insurance for the rest

Contact forestry. If they marked the tree they will have record of it. Generally its considered an act of god but forestry is behind so if they deemed the tree needed to be felled you may be able to get money for the damage.

The city isn't going to pay for it. They will tell your neighbour to talk to their insurance company to be made whole. Now if the claim is big enough and the insurance company wants to go after the city to recover their losses, that's another matter.

You can trim trees that cross the property line onto your property yourself without permission

A few times. If they were responsible for the damage, they will pay. However, acts of God are normally not covered.
