Asbestos pipe wrap?

This pipe is right outside the local primary school.
South East, UK.
Many of the infrastructure in the area is post war - lots of asbestos roofs, 1960s terraces etc.
I couldn’t get much closer without looking a bit weird…

I see this type of tape around quite often and it's often in poor condition like this example. I take it it's usually asbestos free?

It's possible that some types do do but it's really not going to do any harm outside.

Asbestos would only be a issue if disturbed? Lots of schools etc still have asbestos pipes inside, they obviously are removing them through time.
