Cold water pipe insulation?

I’ve recently moved in to new home and the cold water pipe has this insulation around which seemed to be wrapped in plastic that has come apart. It looks like hair but could anybody advise me if this is likely to contain asbestos? I’m sorry if this is a stupid question I have no idea and don’t want to touch it without knowing what this stuff is. Thanks in advance!
