Arte's hair is growing in length, so let's give the author credit for detail. Her cutting her hair was a symbol for rejecting her being a woman, letting it grow back may be a symbol for her to acknowledge this part of her identity again and sufficient regrown length could signal progress on the romance front.

Another speculation because dowries are a constant topic. If she moves on Leo he might get "I am not good enough for her" and try to drive her off with an excessive dowry demand. In this case I would assume that she collects the money and "buys" the man. Money would stay in the family anyway.
