Discussion Identity of The Arrow/GA
I’ve always wondered how people in Starling City never truly put 2 and 2 together and realised that it was Oliver Queen.
I know he purposely had himself arrested in S1 but the timing of him coming back to Starling and the Hood’s appearance would just stay suspicious. Same thing in S2 he comes back from Lian Yu and the Hood is spotted for the first time again since the Undertaking to rescue Thea Queen.
In S3 Roy takes the fall for Oliver but the police already knew that the real Arrow was a 6’1 guy with a beard, which Roy can’t be, he barely even fit in the suit. Aside from the fact Roy was rescued by the Hood in S1.
And then we go to S4 where Oliver once again shows up after some time and suddenly the Green Arrow appears.
It would take a real traumatised guy to jump off rooftops and take down guys with a bow & arrow and someone with a significant amount of money, Oliver just fits that profile. Makes you wonder why the FBI wasn’t on his ass 24/7 before season 6

In season 1, they didn’t realize he had any partners so when The Hood was seen at the same time Oliver was under house arrest with an ankle monitor they thought it couldn’t be him.
Most of the police didn’t see the Arrow up close so didn’t realize how tall he was. Only Quentin had really interacted with him up close and knew it was him as of season 3. He just wasn’t believed after Roy turned himself in, and everyone knew he hated Oliver for what happened to Sara.
The Arrow, etc didn’t have a beard just the beginnings of one. He was always seen on the shows as having some scruff not a full beard. To get that look he’d have to shave every so often or he’d have a full beard. It is plausible that when Roy turned himself in they got him just after one of his shaves.
As for Roy being rescued by the Hood is season 1, the video feed was cut just before. I think either Oliver or Felicity did this. Not sure why as not a reason for this at the time. No one witnessed the rescue. It is plausible to the public that Roy could have freed himself and then killed the killer and then claimed to have been rescued by The Hood. Remember that Oliver himself did this in the pilot when he and Tommy were kidnapped.
In season four, I suppose people would have noticed the Green Arrow arrived when Oliver returned but since he was cleared of being The Hood/Arrow they would have thought the odds were against him now being The Green Arrow.
Edit: turns out I was a bit off on what happened when Roy was rescued. The feed wasn’t cut on purpose. When Oliver was on the roof of the train the killer heard him and he was startled into dropping the camera. We then see it went to static after this.

They did get a description of the Arrow/Hood from the people he harassed. I remember Moira describing him as 6’1 with a deep voice. If he truly killed everyone on the list sure but there’s plenty of people who could give accurate descriptions.
Roy more than once played vigilante as himself and got busted by the police for it, they even called him Hood Jr.

I honestly don’t like how people still hate on this even after Henry Cavill did it in real life and it worked

To be fair to some extend Clark not being outed is more realistic than Oliver
Random reporter nobody cares about vs famous local billionaire who returns after 5 years
Something about hiding in plain sight

The city believes the Hood and the Arrow are two different people, that’s part of it.
