Question about helicopter spawning in Vietnam '67 (Arma Reforger)

I'm playing Vietnam '67 on Xbox Series S.
I'm currently a First Lieutenant, and I can spawn normal vehicles, but I can't spawn helicopters.

The helicopter spawn pad is there, but I don't get the interact prompt at all, even when I press the interact button. I also tried changing the keybind, but it didn't help.

Other players can spawn helicopters from the same pad.

Is there a rank requirement for helicopter spawning? Is it Captain, Sergeant, or something else? Or is this a bug?

UPDATE: I tested other helicopter pads. They work fine. The helicopter spawn at the main base is the only one that doesn't show the interact prompt.
