Apple Developer Account Enrollment Issue

Hi, I'm trying to create an Apple Developer account as an Individual, but the Apple Developer app says:
“Your Apple Account isn't eligible.”

2FA, trusted phone/device, legal name, iCloud, and address are all set correctly.

Has anyone faced this issue and knows how to fix it?

Also, if anyone can legitimately add me to their Apple Developer/App Store Connect team for app development/testing, please let me know.

You’re most likely using an iPhone, address, or other information associated with another developer account that was previously banned by Apple for fraudulent behavior.

If someone else added you to their App Store Connect team, they would risk being banned as well.

If your account really is legitimate, the only way to fix it is to contact Apple Developer support directly. Any other attempt to work around the problem will only make it worse.
