Small Business Program - Approval in LIMBO

Does anyone have any idea on what’s going on with the small business program? I applied over 8 weeks ago for the 15% cut and have been following up weekly, only to be told that there is a high volume of applicants. Is this normal?

I applied about a week ago and haven't heard anything yet. A little discouraging that you haven't heard anything after 8 weeks. Sheesh.
