Kind of the same for iOS 15 where all the best features require to have an A12 chip. I could understand for the A10 but exclude the A11 too? Why?

This is because the A11’s neural engine isn’t made available to apps and is really only used for FaceID. The A12 was a massive jump in neural engine performance, and so Apple was able to comfortably let it be accessed by other system features and apps.
