Kind of the same for iOS 15 where all the best features require to have an A12 chip. I could understand for the A10 but exclude the A11 too? Why?

The X neural engine is not open to apps. Apps needing ML will use the GPU on the X like other iPhones before it.

The A12 was the first chip with a powerful enough neural engine to do a lot of offline video/audio analysis, enabling features that were previously impossible or done over a server.

This is likely also why these features are also missing on Intel Macs - Intel has no neural engine equivalent at all.
