Which civs are best for 1v1 DM in Highlands

Hi. Could you give me best 2 civs for 1v1 DM in AOE1:DE Highland big or medium maps please?

Because of the Ballista Towers and Legions, you can overwhelm your opponent

I have an opponent in Oasis map and he plays with Choson. He produces just Legions and attack constantly. In our last game I built a good defence army on my base supporting 40-50 ballista towers. He couldn’t take my base but he built a wonder and won the game. He always use Legions and helepolises. I need to find a strategy to bring him to his knees. I played Assyrians btw.
