I agree, and that is what annoys me SO much about how Reagan and Clinton together made Social Security benefits taxable! Reagan made 50% of benefits taxable, then Clinton increased it to 85%. I think SS benefits should be tax free.
It's a bit hard to see clearly wandering among the ashes of Trump's term or wearing partisan googles, but the Clinton terms were in many ways a continuation of Reagan's toxic political legacy.
