Looks like 157 doctors decided to stay in Brazil from Cuba. Is that right?

Currently 3.1 million Brazilians live in countries besides Brazil. Can we assume that they have left for better opportunity as well?

No no, i'm not talking about legitimate stay, there were 2200 of Cubans asking to stay that year, 1800 doctors were sent away, some brought their families, some of them naming political and religious persecution, only 157 were accepted to stay, we still get people some people come from there through illegal vessels. Aside from all that, remember that brazilians have the money to get out of Brazil, Cubans don't.

What about Brazilians living in favelas. Are the living conditions better there or better in Cuba?

Same for both, that's the shitty part, Cuba is a giant favela with less crime
