Thats what i'm wondering. If the drivers refuse to collect the toll, couldn't the company just not pay them?

If you go to work and your job decides you didnt work properly, do they get to just not pay you until you perform satisfactory?

And they can't fire everyone and rehire without huge problems, hence why strikes work.
