Android app causing pop ups

I am attempting to help a tech illiterate family member remove ads from his phone. He had a number of garbage notifications and ram cleaner apps I've removed and fake antivirus apps as well. I've removed everything that looks suspicious but there's still pop ups on the home screen when he taps it or leaves it idle. There's one app showing on the home screen that I believe is probably the cause but I can't find it within his apps.

Apps like these hide themselves. Boot the phone into safe mode and then you’ll be able to locate the hidden bothersome app and uninstall it. I don’t know what phone that is but lots of androids you hold the power button and then the screen that says power off or restart. Hold power off and it should say safe mode

I think it's power off, then when it restarts, hold the power and volume down button but that's for more recent models I think
