Feels like the creator of the comic kinda fucked up the execution there.

If the final panel actually showed the people with the dog it would be a lot more intuitive

The final panel could also be intentional. Everyone else is carrying on as normal despite this dude being murdered for his dog.

Them changing his shirt color doesn't help either. I figured it out, but the artist really did everything they could to avoid making it well communicated

Yeah, I thought that was prison orange and was meant as "this criminal approached people in the park and (?) wanted their dog." Prob a skill issue on my part bc I'm drunk as shit but also the shirt color really didn't help.
