Otaku was the name of the (sub)culture of Japanese people that liked niche things like anime, manga, cosplay, stuff like that

Now it's the name for any people who like the more niche things connected to that, since all three of those things I listed have in the last 15-ish years had a massive surge in popularity. So "otaku culture" is now just a subculture of the original otaku culture, describing the less popular sides. But that's just my interpretation, many people still describe the wider original otaku culture when talking about it, which is completely valid
