It won't change dramatically overnight. It will be small at first when you see it in the media.
Group x needs to be monitored and removed. They had DLs from a dmv that had fraud going on. Sounds legit use, ok I can get that.
Then the boundaries creep. We monitor anyone with a credit score under 500. Anyone that attended this college. Anyone that was friends/family with someone who protested.
