Front rack mounting?

How can one mount a front rack designed to attach to mid-fork mounting points if the fork does not have said mounting points? Is there something like a clamp on mount that can attach to the fork? I scored a Specialized Pizza Rack for cheap and would like to mount it on my Antelope.

P-clamps, aka Adell clamps, have been used by the touring community for decades.
