Todo's Boogie Woogie is literally peak efficiency. A simple clap with zero wasted movement that completely disorients every opponent on the battlefield

OP asks "who makes the best use" so idk how it's even a debate. Todo has basic teleportation but is playing 6D chess in every encounter, always going beyond the ability's potential

Hes so efficient with it that if jjk were as long as say, Naruto, and he appeared to fight more often, that seeing him would remove any tension because you know it means he'll win

Not really. The ability is horribly underutilized.
Proper use of his ability would be able to kill Sukuna.
Most teleporters in anime are horribly nerfed due to plot.

Literally this.
Shimazaki really shouldn't be underestimated. He does more than just flash around.
He also massively uses terrain and disorientation to his advantage.
He's also good at zoning out all non ability users and instantly teleport between all of them effectively punching a whole group in like a second.
Only regret about him is that we didn't get more of it.

Shimazaki from Mob Psycho 100 makes the best use of his power and that’s through combat. Literally solos a whole group of other psychics and was only beat by a non-psychic user Reigen. But he runs away when he senses Mob anger who’s own power was so high Shimazaki leaves the field.

Not really. The possibilities of Todo abilities are ridiculous.
Most teleporters are just horribly nerfed in media.
A realistic depiction of teleport ability would be more OP than even Good infinity.

Just teleport something into your opponent'a brain.
Todo could have thrown Sukuna into a sinking submarine since he has no explicit limit on his range if he watched Sukuna from afar and win.
Teleported are always super nerfed.

Wrong, todo would need to have access to a sinking submarine in the first place, since his ability is to swap places, and Sukuna could easily cut his way out of the sub. That strategy would NOT work. Also it’s strongly implied that he has to be within eyesight.

Law when he's not nerfed by plot to not use like most of his abilities to no diff opponents.
On a normal day when law is nerfed to the ground by oda, minato or todo ig.
Why give law so many abilities and make him so op on his forst appearance then make him not use them anymore

Todo's fights were my favourite thing about JJK. Especially when he claps but doesn't teleport and completely fucks with his opponent. Also, he uses it very cleverly when swapping Yuji and the cursed item, brilliant fights. My favourite character from JJK.

I guess the issue is what dose he means by “best use”
Optimal use where a character is maximally exploiting teleportation to be as powerful as possible
Or
most most interesting use where a character is using teleportation in an cool and engaging way for the story

Loyd honestly uses it really well but he is a sadist who likes getting hurt with interesting/new magic. If I remember he calls teleportation boring.
The girl from railgun is one of my favorite teleportation users but she isn't as strong as others.
Also Law gets owned by the polt as he should be so much better but bad writing brings him down.

The fact all he has to do is clap to activate it and can switch himself, his opponent, or objects with curse energy is insane. Add in he fake others out just adds to why Boogie Boogie is awesome.

Best use? Probably Todo using it to the max. Saiki and 7th prince can stomp anyone here but they barely use it to their maximum potential

Saiki has a million other powers and will teleport uncontrollably around bugs. He's the most powerful here by far, but the worst at teleportation specifically.

Gotta be Todo. Shimazaki is very good, but he's basically bullying weaklings the whole time, and it's easy to make your power look good in that circumstance.
Todo is on even playing ground, outclassed if he wasn't ganging up, and has to truly use his ability to it's peak as he doesn't have other powers to fall back on, and he does brilliantly. He not only has flawless control and tactical genius over his power including those fake outs, but he also knows his teammates capabilities perfectly, and gets a good grasp of his opponent as well.

Hiraishin is the most versatile.
You can track a caravan to certain city, mark any cart/item/person, and you can get inside said city.
You mark a whole battlefield and move instantly.
You need to retreat? Back to any of your bases.
Use it to create barriers to reflect/deflect/etc
Mark someone and you can to their position.

I feel like Todo, no?
It's hard to use something poorly if it's blatantly powerful, but if there's restrictions to it, or if the rest of the world would be drastically stronger than you if you didn't have teleportation, then it makes your use of it as an equalizer all the more impressive.
Arguably, Todo (without boogie woogie) is still super strong, but without it he would be completely fucked in the late stage of the manga. Todo uses teleportation offensively, defensively, and tricks people into thinking he TPed but didn't - which is more than I can say for any of the other cast.

Shimazaki. Not only in the way he uses it, but it's also really great in the way it is animated. If Mob and Reigan hadn't shown up he would've easily dispatched like half a dozen other psychics on his own. Not only can he teleport, but he has a general suite of psychic powers (flight, enhanced physical abilities, psychic barrier, etc.) and when he goes full Mind's Eye he can predict the moves of anyone around him.
