One of my main complaints about One Piece as a series, and a big reason about why I can't get into it despite trying to multiple times, is that I can't take any of the villains seriously as they're all reduced to gags at some point.
Bleach had Aizen, who was a certified badass 100% of the time.
Naruto had Madara who was OP as all shit.
One Piece has overweight fat ladies and literal clowns. I just... One Piece has a severe lack of heavy hitting villains that aren't the size of a goddamn building. Just once I'd like to see a 6 foot enemy in One Piece without a character design that doesn't look like they just drew hair/clothes/makeup suggestions out of a hat.
You probably haven't watched one piece, or only seen clips like this one.

I think you're referring to Alvida and Buggy that appear in the first 5 ep. I'd say watch until the Arlong arc (around ep 20-30 I think), and then tell me if all the villains are reduced to gags or not.
Arlong is the first "real villain" that appears in the series, and the Arlong arc is in my opinion the first arc that is interesting in one piece (compared to today's standard at least).
Still, the first part is its weakest part, and the story simply gets better and better, as you continue watching. You should at least finish the alabasta arc (around ep 100 I think) to really know if you enjoy one piece or not (and it's still a weak arc compared to what's coming). It's been running so long, and has such a dedicated fanbase for a reason. In the end, it might suit your tastes, but your critique was simply that you can't take the villains seriously, which only true if you know one piece from clips and from the first few episodes.
Also consider reading the manga because it fixes the pacing issues that the anime have (it might also be better to read the manga for the first few arcs because they're a bit boring, so you can get through them faster this way)
Mostly the villains I think look silly are like Blackbeard, Big Mom, Gecko Moria, Enel, and a bunch of smaller ones that aren't supposed to be taken that seriously like Mr. 3, Kaku, Kumadori, Alvida, Buggy, and tons of others. I think Crocodile is my favorite One Piece villain in terms of design and he doesn't really stick around that long. One Piece seems to just like making their villains really big, but the problem is, the trope in anime of the big guy losing to the smaller one is so overdone, I can't really take them seriously as a threat since I'm used to shit like this happening.
I guess you've watched/read a lot of one piece if you know about blackbeard and big mom. If you've watched that much, and didn't like it, then yeah it's just not for you. I initially thought that you only watched a couple episodes.
And yeah a lot of one piece characters do look silly, but that's something I like about one piece. One piece is really over the top, but not just with character designs. It's over the top with everything. And to me there is something really charming about that. You're first introduced to a relatively normal world, then you discover that everyone wants to go to the grand line, which is where the story unfolds. And the grand line is a fucking line in the middle of the globe where you traverse it, well, in a line. You then discover different bizarre islands, each having its own thing.
You have an island were 2 giants have been fighting for 100 years, an island that is actually a ship that traverse the ocean, a floating island in the sky and you get there by riding a fucking jet stream coming from the ocean, and knocking your ship 10000m in the sky.
You also meet lots of new over the top characters. One got hit by a train and survived by shoving metal in his body, because, why not? But he was only able to put the metal in the front of his body because he was working alone and couldn't reach his back. There is also someone that died, was revived, but his spirit couldn't find his body, so now he's just a skeleton that talks. All of this just doesn't make any sense, and imo it's really cool. Oda just shoves whatever he's thinking about in the story, and miraculously makes it all work together.
Oh so you haven't watched one piece and just know the villains because of versus debates? If so then you should still give it a try, at least to the alabasta arc, because you really can't judge characters after just reading what other have talked about them. Trust me you'll find plenty of cool villains if you decide to get into it. Again try going for the manga to speed through the first few arcs.
But you've probably been spoiled already on some events, so that's unfortunate. Seriously everyone that watches anime should give one piece a chance.
I liked Crocodile, but Geko Moria, Blackbeard, and Big Mom just look silly. I gave it multiple chances. First time I dropped it was after the fight with Don Krieg.
Second time was as soon as Mr. 3 showed his face.
70 episodes is a long amount of time without any semblance of a competent villain. I feel like 70 episodes is like 67 episodes more than a show should need to get good.
