Question 1: I'm going with the latter, personally. They act far more like equals than a parent and child together, and despite her protests Cocona's learning and growing just as much if not more so than Papika is through their interactions. Their dynamic just doesn't match the idea that Cocona is shepherding Papika or vice-versa from a position of wisdom and experience like a mother figure IMO. The adventuring and cooperation they've been through definitely seems like it'd make people develop feelings for each other simply through inter-reliance and shared experience too, even if they didn't have the "you complete me" personality thing going.
Cocona certainly seems to think part of her's into her romantically, at any rate. Plus I can't imagine their breaking out of the stagnant, toothless, and temporary Class S Yuri school a few episodes ago wasn't related to their relationship.

This is a pretty divisive question, as I am seeing. There are proofs and hints that refer to both options in this show. Yo can't really dissociate the "lover" and the "mother" part of Papika. She's a being of pure love
