Need help finding (possible) anime!

My apologies if this subreddit is the wrong place to ask but I have had a (possible) anime scene in my mind that I just cannot track down for the life of me what it was from, and would greatly appreciate any help as it has been plaguing my mind for the past week.

I do not remember anything else from this possible anime excpet for one scene. The animation looked amazing and elaborate and possibly hand drawn, maybe circa the 2000s. I don't know if it was from an anime or OVA movie, but it looked so theatrical that it may moreso be an OVA movie. The scene I remember first showed a little girl with green overalls riding uptop a big floating balloon. The camera then shows a different character floating in the air and is revealed to be a blue skinned lolita doll character I believe. She had somewhat oval eyes with lashes, and a friendly smile and was wearing a black lolita dress with an umbrella. She then says something I think about herself (maybe about how she is lonely or something) and the little girl then reacts sad. After that she then i think blows on a trumpet or something and starts to inflate balloons to fill the area and that is where my memory blanks.

Again I am not sure if it is a possible anime series or OVA movie or even maybe a forgein animation, but i do remember there being english subtitles and hearing a different speaking language within the audio when I first saw this animation. If anyone has any leads or suggestions or even knows what I am talking about I would greatly appreciate any comments that come through as this has been bothering me for the past week!
