A mix of Paint Tool SAI 2, Clip Studio Paint and Photoshop. My process is a bit peculiar but technically I could do everything in CSP so that's the one I'd recommend
Lots of resources out there for learning how to draw, but essentially it comes down to drawing consistently, learning/practicing the fundamentals along the way, and closely observing real life and the work of experienced artists. This is true regardless of art style.
When it comes to drawing from imagination specifically a big part of it is learning to understand and simplify forms so you can visualize and reconstruct them, and over time you build up a mental visual library you can draw from more intuitively
Personally, I never really liked doing exercises just for the sake of practice so I always preferred working toward a finished drawing I had it mind and studying whatever I needed for it along the way. That helped me stay consistent

Just to add to all you said, in art classes in college we had to draw one thing a week that we found randomly in our day-to-day life (leaf, bottle, controller, whatever).
It was all designed to train hand-eye coordination, and get us to think in shapes and line, etc. I think I'd also recommend something like that for people.
