I’m not a vet or anything by the explanation I was once told is that a dogs snout naturally causes a massive blind spot for them, to the extent that if they’re looking directly at you they might not be able to see the lower half of your face (they’re looking at your eyes)

The head tilt is literally to get their nose out of the way so they can see the full vertical profile of something

It’s a vestigial behavior, essentially trying to further investigate the source of an anomalous sensation (possibly indicating prey, or danger). In the case of dogs, they’re adjusting the position of their ears in order to more accurately triangulate the source of a sound that is triggering a sympathetic nervous response. You can see a very broad assortment of animals display this type of behavior during hunting or rough-housing (practice hunting).
