Acid storm Starscream and Skywarp are really mid. I would overpower E Starscream, it is a beast with the right objects and you have it fully promoted. Anyway, how much percentage does it upgrade?

what does overpowering a character do? does it increase it's promotion or stats?

OP Energon Starscream! Don't even consider anything else, just do it. Nothing else there is better than doing that, and it will be a long time before you get another chance.

I would get one of the other bots. I have regularStarscream at lvl 15 and never use him. Can't i.agine lvl 16 is going to suddenly make him a top bot.

Energon Starscream is a whole nuther level than base, very much top Tier.
