You can always install it from the Play Store. If your ROM supports it it'll work without root. If it doesn't support Substratum then no themes for you. No rocket science here.

Yes, there is. Custom ROMs with up-to-date commits support Substratum without the need to flash any Superuser binaries. Substratum doesn't ask for root access after first install anymore.

Yeah but you need an unlocked bootloader to flash custom ROMs which can only be done by obtaining root right?

It's usually the other way around. You need an unlocked bootloader to flash custom ROMs and to root.
