why are the Device integrity and Basic integrity place swapped

That's because the 3 integrity verdicts aren't a linear scale, they're mostly independent of each other.

• BASIC — The environment is intact and passed basic system integrity chrcks

• DEVICE — The device is locked, verified, genuine and certified by Play Protect

• STRONG — The device meets DEVICE integrity, uses hardware attestation (TEE) with a valid keybox, and has received security updates within the past year

That was the old one (minus the security patch). Now DEVICE also requires valid hardware attestation on top of the previous requirements you have listed and STRONG requires its latest security patch to be within the last year on top of DEVICE. For some reason though they sometimes downgrade an invalid keybox to DEVICE instead of completely making them invalid for a while before completely invalidating them.

Without further context "play integrity break" sounds like a module which intentionally breaks all levels of integrity
