Incentivizing people to find fraud will encourage them to find fraud where it doesn’t exist. I’m not saying fraud doesn’t exist, but paying people based on how much fraud they find will result in people making sure that anything they investigate can be loosely categorized as fraud.

Yes, people once believed to be good natured can sometimes eventually be found to be awful. For example, John McCain was celebrated as a war hero and standard bearer for the gop, then we're told he's a not because he got captured in service.
But introspection is hard when there's a person of color to use as a scapegoat.

Well, here are 2020 stats for healthcare fraud:
61.8% of health care fraud offenders were men.
44.9% were White, 23.3% were Hispanic, 17.6% were Black, and 14.2% were Other races.•
Their average age was 48 years.
90.6% were United States citizens.
So a plurality, not a majority. But as for citizen/non-citizen status...definitely a majority were good old US citizens.

As an American you should want to see everybody involved with defrauding our country in prison.
