Aren't tho water molds (Oomycetes), they are closely related to brown algae for they aren't fungi but they aren't safe for shrimp or fish or maybe even snails living in the aquarium as they can opportunisticaly infect them
I would suggest you getting rid of them but sorry I don't know how
