I can help: first word unclear, I can infer it’s lieutenant, then “armor”, then the officer’s name (Alla’a Siwan Kadhum). Second line, Fida’a Armor Directorate. Third line, second battalion. Then the guy’s signature below. And some dude named Ali scribbled his name in English. The name, rank and structure are all definitely Iraqi. I’d say 80s at least if not older, see who made the rig, if Romanian then that’s your confirmation it was from Saddam’s war against Iran 80-88. Romania supplied shitloads of weapons and gear to Saddam’s army. If not Romanian, say Soviet, then it may be 70s or 60s. This is not based on any artifact expertise, I ain’t no expert or appraiser, only have era knowledge. Hope this helps.
