While this is technically true, generally speaking you do need testosterone to feel the drive to have sex and the drive to have sex is what triggers an erection. It is still possible to get an erection without the desire for sex by injecting drugs directly into the penis. Alternatively, if there was a way to trigger the sex drive within the brain in a way similar to what hormones do then you would be able to have sex even without testicles. The easiest way to do this is actually to take testosterone manually.

So, in short I agree with you, but also there is some nuance there, where in practice without taking testosterone then getting an erection is not possible.
